Community Guidelines

1. Scope of the Guidelines

These Guidelines apply to every part of SeeU: profiles and posts, stories, cards, messages, calls, rooms, meetups, live broadcasts and Audio. They supplement the Terms of Use. Any breach of the law of the Republic of Kazakhstan constitutes a breach of these Guidelines, even where it is not expressly mentioned in them.

2. Safety of people

Protection of children

A policy of zero tolerance applies to any harm to children. The following are prohibited: any sexual material involving minors, the sexualisation of minors, grooming (attempts to gain a minor’s trust for the purpose of sexual or other abuse), and pressuring minors into explicit conversations or meetings. Such accounts are blocked permanently, and information about them is passed to law enforcement authorities. The measures for protecting minors are set out in Age and child safety.

Threats and violence

Threats, incitement to violence, the glorification of attacks, terrorists and extremist organisations, and the display of cruelty for shock value are prohibited.

Bullying and harassment

Insults, humiliation and intimidation, persistent attempts to contact a person who does not wish to communicate, and the creation of accounts to circumvent a block are prohibited.

Self-harm

Encouraging suicide, self-harm or eating disorders is prohibited. Sharing one’s own experience and seeking support is permitted. If you see that someone is in danger, notify us at safety@seeu.kz or call 112.

Dangerous goods and activities

Selling, buying or promoting drugs, weapons, explosives, forged documents or other prohibited goods is prohibited, as is drawing people into activities that endanger life or health (so-called challenges).

3. Respect for others

• Hate speech. Attacks on people and calls for discrimination on the grounds of ethnicity, race, religion, sex, age, disability or illness are prohibited.
• Sexual content. Publishing pornography or explicit nudity, and sending intimate material to people who have not asked for it, are prohibited.
• Images of other people. Filming people without their knowledge in places where they are entitled to expect privacy, and publishing other people’s photos and videos in order to humiliate or expose them, are prohibited.
• Intimate images without consent. Their publication, as well as threats to publish them, is prohibited without exception.

4. Honesty

• Impersonating another person, an organisation or a member of SeeU staff is prohibited.
• Fraud is prohibited, including obtaining money, codes, passwords or bank card details by deception.
• Spam, the artificial inflation of followers and warmth, and the mass creation of accounts are prohibited.
• Spreading knowingly false information that may harm public health or public safety is prohibited.
• Infringing copyright is prohibited: publish only material to which you hold the rights. The complaints procedure is set out in Copyright.

5. Personal data of others

Publishing other people’s phone numbers, addresses, documents, correspondence or other personal details without their consent is prohibited. Attempting to establish who owns a card, if its owner has not disclosed this, is also prohibited.

6. Cards and the scanner

• Your card must represent you. Using other people’s photos or impersonating someone else is prohibited.
• Cards must not contain names, phone numbers, links, usernames on other services or any other means of contact. The anonymity of cards is mandatory for everyone, including their owners.
• A music track added to a card is subject to the rules of section 8: using other people’s recordings without the rightsholder’s permission is prohibited. Nor may a track reveal the identity of the card’s owner.
• Following people whose card you have seen, or deliberately searching for them, is prohibited. A lack of response to warmth, or a person’s departure, should be regarded as their answer.
• Warmth is a sign of attention, not a means of pressure. Using it to harass anyone is prohibited.
• Interfering with the scanner is prohibited, including spoofing signals, simulating presence nearby and collecting cards automatically.

7. Rooms, meetups and live broadcasts

• The creator of a room or meetup is responsible for ensuring that the Guidelines are observed there and may remove participants.
• Meetups are permitted only for lawful gatherings. Gathering people for violence, riots or other unlawful acts is prohibited.
• Live broadcasts are subject to the same rules as posts. Broadcasting violence, sexual content, or other people’s concerts and films without the right to show them is prohibited.

8. Audio

Publish only material that you created yourself or to which you hold the rights: your own music, podcasts, and recordings made with the authors’ permission. Uploading other people’s tracks, albums or audiobooks without the permission of the rights holder is prohibited.

9. Measures taken for violations

When choosing a measure, we take into account the seriousness of the violation, the user’s intent and the history of the account. Possible measures include:

• removal of content;
• a warning;
• temporary restriction of certain features (posting, messaging, the scanner);
• temporary suspension of the account;
• a permanent block, with a prohibition on creating new accounts;
• referral of information to law enforcement authorities in cases of threats to life, harm to children and other crimes.

For the most serious violations — harm to children, threats to life, terrorism — the account is blocked permanently and without prior warning.

10. How to report a violation

The “Report” button is available on posts, comments, stories, profiles, cards, messages in private chats and in rooms, on rooms themselves, meetups, live broadcasts and Audio recordings. You may also block the user. The identity of the person who submits a report is not disclosed. If a person’s safety is at risk, write to safety@seeu.kz; if the danger is immediate, call 112.
