Government requests

1. General principles

1.1. We disclose information about users to government authorities only on the grounds and in the manner established by the laws of the Republic of Kazakhstan, and only to the extent expressly specified in the request.

1.2. Every request is checked to confirm that the authority has the relevant powers and a lawful basis, and that the scope of the information requested is justified. We may return requests that are improperly made or excessive in scope for clarification.

1.3. Requests from foreign authorities are accepted only in the manner provided for by the international treaties of the Republic of Kazakhstan.

2. Procedure for submitting a request

Official requests are to be sent to requests@seeu.kz. A request must state the name of the authority and the official concerned, the legal basis, the case or file number, the account identifier (phone number or username), the information required and the period it covers, and contact details for the reply. The request must be signed by an authorised official.

3. Emergency requests

Where there is an immediate threat to the life or health of a person, including a child, the request is handled as a priority, and the minimum necessary information may be provided before the full set of documents has been completed. The subject line should read “Emergency request”.

4. Information that may be provided

Depending on the content of the request and the applicable retention periods, the following may be provided: the phone number, profile data, the times of registration and sign-in, IP addresses, the account’s connections and published material. Calls are not recorded. Information deleted by the user may be unavailable. Data retention periods are specified in the Privacy Policy.

5. Notification of the user

We inform users of requests for their data unless this is prohibited by law or by a decision of the authority, or would endanger the life or health of people or the course of an investigation.

6. Reports on our own initiative

We report material involving the sexual exploitation of children, threats to life, terrorism and other serious crimes to law enforcement authorities on our own initiative.
